Policy Overview

Cupertino Entertainment Ltd (the "Company") operates www.deuces.com under license number 27073 BC 2024, issued by the Offshore Finance Authority of the State of Anjouan pursuant to the Computer Gaming Licensing Act 007 of 2005. Our current Operating Certificate authorizes the acceptance and management of digital currency transactions.

1.1

Introduction to AML

Money laundering is the process of concealing or converting funds derived from criminal activities so that illegally obtained proceeds appear legitimate.

It generally occurs in three stages:

1
Placement
Introducing illicit funds into the financial system, either directly or by mixing them with legitimate funds.
2
Layering
Conducting transactions to distance the funds from their criminal origin.
3
Integration
Reintroducing the laundered funds into the economy.

Terrorist Financing (TF) involves obtaining or moving funds to support terrorist activities. Unlike money laundering, the source of funds used for TF may be either legal or illegal. The Company implements strict controls to prevent ML and TF risks, with particular attention to customer behavior that may indicate suspicious activity.

1.2

Management & Compliance Oversight

The Company has appointed a dedicated Compliance Officer (CO) in accordance with applicable gaming regulations. The CO is responsible for overall regulatory compliance, AML process management, and the monitoring of fraudulent activities. Key responsibilities include:

  • –Conducting risk-based customer verification
  • –Ongoing monitoring of customer transactions
  • –Ensuring regular AML / CTF training
1.3

Regulatory Framework

Our AML policies are aligned with international and Union of the Comoros regulations, including but not limited to:

  • –EU Directives: 2015/849, 2018/843, 2018/1673
  • –Global Standards: The FATF Recommendations
  • –Anjouan: Computer Gaming Licensing Act 007 of 2005 and subsequent guidance issued by the Offshore Finance Authority
1.4

Risk-Based Approach

The Company applies a risk-based AML / CTF approach focused on:

1.4.1Risk Identification. Analysis of money laundering risks based on our customer base, products, and services.
1.4.2Risk Mitigation. Implementation of safeguards to reduce exposure to high-risk customers and transactions.
1.4.3Ongoing Monitoring. Continuous monitoring and adaptation to emerging risks through a robust management information system.
1.4.4Accountability. Ensuring that the Board of Directors and senior management actively support AML objectives.
1.5

Internal Monitoring & Data Systems

We utilize a sophisticated data processing system to support our AML activities, including:

  • –KYC: Manual identification and verification conducted by our KYC team for all users.
  • –PEP & Sanctions Screening: Specialized software to identify politically exposed persons and sanctioned individuals.
  • –Transaction Monitoring: Performed by trained professionals to identify suspicious behavior.
  • –Blockchain Analytics: On-chain screening of incoming and outgoing digital asset transactions to identify known illicit addresses, mixers, and sanctioned entities.
  • –Reporting: Reporting suspicious transactions to the Compliance Officer and, where appropriate, to the Financial Intelligence Unit (FIU).
2.

Customer Acceptance & Registration

2.1

Registration Requirements

Before making any deposit or placing any wager, customers must complete the registration process. The Customer Acceptance & Registration Policy is designed to confirm the suitability of prospective customers while ensuring compliance with AML standards.

2.2

Eligibility & Verification

Customers must be over 18 years of age and may hold only one account per website. Validation checks, including email, telephone number, and device data verification, help prevent duplicate accounts.

2.3

Restrictions & Prohibitions

The Company prohibits registration by the following categories of individuals:

2.3

Restrictions & Prohibitions

Prohibited Registrations
  • –Minors (under 18 years of age)
  • –Politically Exposed Persons (PEPs), their immediate family members, and close associates
  • –Individuals listed on sanctions lists issued by OFAC, the European Union, HM Treasury, or the United Nations
  • –Individuals previously excluded due to fraud or other high-risk indicators
2.4

Information Collected

During registration, customers provide:

  • –Personal Information: Name, date of birth, gender, and address
  • –Contact Information: Email address and telephone number
2.5

Terms & Conditions

All customers must accept the Company's General Terms & Conditions, Privacy Policy, and AML terms during the registration process.

2.6

Age Verification

Registration is strictly limited to customers over the age of 18.

Verification is completed through our KYC process, which includes validating the information provided against valid identification documents.

2.7

Customer Due Diligence

Registration approval is subject to the successful completion of Customer Due Diligence, ensuring that only properly verified customers are permitted to complete the registration process.

3.

Customer Risk Scoring & Profiling

To effectively combat money laundering and terrorist financing, the Company has implemented a customer risk profiling process as part of its risk-based approach. Profiling is conducted during the initial registration stage and is continuously updated in accordance with current regulatory requirements, guidance issued by international AML supervisory bodies, the Anjouan Financial Intelligence Unit, and our own internal business risk assessments.

3.1

Risk Tiers

Following registration, each customer is assigned a risk profile based on factors associated with ML / TF.

This categorization determines the level of monitoring and due diligence applied to each customer.

Low
Standard customer profile
Verified identity, low-risk jurisdiction, traceable sources of funds, and consistent gaming behavior. Subject to standard CDD and periodic reviews.
Med
Enhanced attention profile
One or more moderate-risk indicators are present. Subject to enhanced transaction monitoring and may require additional verification when specific thresholds are reached.
High
Enhanced Due Diligence required
Presence of adverse media, high-risk jurisdiction, irregular transaction patterns, or fraud indicators. EDD is mandatory and the account may be rejected or terminated.
3.2

Key Risk Factors

3.2.1Individual Status. PEP screening, sanctions-list matches, or adverse media linked to criminal activity. A confirmed PEP or sanctions match will result in account rejection or closure; adverse media will trigger EDD.
3.2.2Geographical Location. Residence in regions identified as high-risk by the FATF or other regulatory authorities. The Company uses geo-blocking tools to prevent service access from specified high-risk jurisdictions (see Section 3.3 below) and regularly reviews the list as new advisories are issued.
3.2.3Gaming & Transaction Behavior. Patterns indicative of ML / TF or problem gambling are continuously monitored. A scoring system assigns weightings to specific behaviors and combines them with other risk metrics. Unusually large wagers or irregular transaction patterns trigger immediate EDD and may result in a Suspicious Activity Report (SAR).
3.2.4Payment Methods. Low-risk methods (such as bank accounts and card transactions) allow traceability of funds and repayment to the original source. High-risk methods (such as prepaid cards or digital assets originating from mixers, tumblers, or sanctioned addresses) provide reduced transparency regarding the source of funds and receive enhanced monitoring.
3.2.5Fraud Indicators. Our anti-fraud system identifies patterns associated with automated attacks (bots), identity theft, proxy or VPN usage, and multiple accounts. Any fraud indicator triggers EDD to prevent both fraud and potential ML / TF risks.
3.3

Restricted Jurisdictions

Access to the Service is blocked for the following jurisdictions in accordance with our licensing requirements and international AML obligations:

Restricted Countries
Austria
Netherlands
France *
Spain
Germany
United Kingdom
Union of the Comoros
United States *
* Including all territories. Additionally: all jurisdictions on the FATF blacklist and any other territories prohibited by the Offshore Finance Authority of Anjouan. The list is updated regularly as new advisories are issued.
3.4

Due Diligence Level

The level of Customer Due Diligence applied is proportionate to the customer's risk classification and determines the depth of verification procedures. Higher-risk profiles are automatically escalated to Enhanced Due Diligence (EDD).

4.

Customer Due Diligence

Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) are fundamental components of our AML / CTF efforts. All customers must cooperate with due diligence requirements; failure to do so will result in the refusal of services.

4.1

Standard CDD

Conducted during registration, the CDD process includes:

  • –Identification: Collection of customer information (name, date of birth, and address).
  • –Verification: Confirmation of the accuracy of customer information through valid supporting documentation.

Required documents:

  • –Identity: Passport, driver's license, or national identity card.
  • –Proof of Address: Utility bill or government-issued document dated within the last six months.
4.2

Document Requirements

Documents must be current, legible, and of sufficient quality for review. Mobile phone bills are not accepted. Photographs and scans must display the full page, be unaltered, and presented in color.

4.3

EDD Threshold

Enhanced Due Diligence Trigger

Transactions totaling USD 10,000 or more—whether individually or linked—will automatically trigger EDD.

Bets or winnings structured to avoid this threshold will be assessed on an aggregated basis and subjected to additional review.

4.4

Ongoing Monitoring

Ongoing monitoring applies to all customer relationships and includes:

  • –Regular Document Updates: Expired documents are renewed according to risk sensitivity levels.
  • –Periodic Reviews: CDD records are refreshed every six months, or sooner for accounts classified as high risk.
4.5

Enhanced Due Diligence

EDD applies in high-risk situations, including complex or high-value transactions and untraceable sources of funds. When EDD is triggered, the Company will:

4.5.1Re-verify identity. The customer's identity documentation will be revalidated against current records.
4.5.2Assess source of funds and source of wealth. Documentation supporting the legitimacy of income sources will be collected and reviewed, including salary slips, tax returns, asset sale agreements, investment statements, or verifiable on-chain source-of-funds evidence.
4.5.3Apply enhanced monitoring. Enhanced monitoring ensures compliance and transparency across all high-risk customer relationships.
4.6

PEP & Sanctions Screening

Our KYC tools perform PEP and sanctions screening for all new and existing customers every six months to identify status changes. A confirmed positive PEP match on an existing account will trigger an immediate review, escalation to senior management, and, in most cases, account closure.

4.7

Account Closure

Accounts may be closed when violations are identified, including suspected ML / TF, fraud, or regulatory non-compliance. The Compliance Officer reviews suspicious behavior and determines whether a Suspicious Activity Report (SAR) should be filed. Account closure is conducted carefully in accordance with tipping-off restrictions.

5.

Deposit & Withdrawal Management

5.1

Player Account Balance

5.1.1Structure. Each player maintains an individual wallet linked to their account. Funds represent the balance available for wagering and are updated in real time as players place bets and receive winnings.
5.1.2Deposits. Deposits are credited to the player's account following successful authorization through the cashier system. Funds may only be used within the Service and cannot be transferred or loaned to other users.
5.1.3Withdrawals. Withdrawals are permitted only from verified funds. Available balances reflect only amounts free from wagering requirements and other restrictions. Transfers between player accounts are strictly prohibited.
5.2

Payment Methods

The Company supports transactions only through licensed and regulated financial institutions, payment service providers (PSPs), and digital asset service providers that meet our compliance requirements. For AML purposes, cash transactions are prohibited. All deposits and withdrawals must be traceable through digital records provided by authorized institutions or through verifiable on-chain records.

5.3

Player Deposits

Each deposit request is processed through PCI DSS-compliant payment gateways (for fiat currencies) or monitored digital wallet infrastructure (for digital assets), without the Company storing sensitive cardholder data. Incoming digital asset deposits are screened in real time against known illicit addresses. Funds are credited only after confirmation by the provider or blockchain network. If a transaction fails, the player will be notified and no balance adjustment will occur.

5.4

Player Withdrawals

Players initiate withdrawal requests through the cashier interface by specifying the withdrawal amount and desired payment method. The requested amount is temporarily reserved from the balance while the transaction is under review, preventing double-spending.

5.5

Payment Destination

Whenever possible, the Company processes withdrawals back to the original payment source, supporting transaction traceability and legitimacy verification. Where the original payment method is unavailable, funds will be transferred in accordance with our AML guidelines following renewed identity verification and compliance checks.

6.

Suspicious Activity Reporting

The Company maintains internal procedures to identify, investigate, and report activities potentially related to money laundering, terrorist financing, fraud, or other financial crimes. All employees are required to immediately report any suspicious activity to the Compliance Officer.

6.1

Red Flags

Suspicious activity may include, but is not limited to:

  • –Deposits and withdrawals without corresponding gaming activity
  • –Multiple accounts linked to the same user, device, or payment method
  • –Structuring transactions to avoid verification thresholds
  • –Use of false identities or altered documents
  • –Movement of funds inconsistent with the customer's declared financial profile
  • –Use of digital assets originating from mixers, tumblers, or sanctioned addresses
6.2

Internal Investigation

When suspicious activity is identified, the case is referred to the Compliance Officer for detailed review. The investigation may include examination of documents, transaction history, login records, devices used, source of funds, and any other relevant information.

6.3

Suspicious Activity Report (SAR)

If the investigation determines that there are reasonable grounds to suspect money laundering, terrorist financing, fraud, or other criminal activity, a Suspicious Activity Report (SAR) will be prepared. The report may be submitted to the appropriate Financial Intelligence Unit (FIU) and other regulatory or law enforcement authorities as required by applicable law.

6.4

Record Retention

All records relating to suspicious activities, internal investigations, SARs, and supporting documentation will be retained in accordance with applicable regulatory requirements and our record retention policy.

6.5

Confidentiality

Confidentiality Obligation

Customers will not be informed of the existence of internal investigations, AML reviews, or reports submitted to competent authorities.

Any disclosure that could alert an individual to an ongoing investigation ('tipping-off') is strictly prohibited and may constitute a legal offense.

7.

Internal Control Procedures

7.1

Operational Controls

The Company maintains internal controls to ensure ongoing compliance with AML / CTF requirements. These controls include documented procedures, segregation of duties, risk-based monitoring, and oversight by the Compliance Officer.

  • –Escalation: Immediate referral of unusual or suspicious activities to the Compliance Officer for review.
  • –Documentation: Maintenance of complete and auditable records relating to verification, monitoring, and investigations.

8.

Training programs are updated regularly to reflect regulatory changes, newly identified risks, and industry best practices.

  • –Recognition of money laundering and terrorist financing indicators
  • –Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) procedures
  • –Internal escalation and reporting processes
  • –Confidentiality obligations and tipping-off prevention
  • –Regulatory updates and compliance requirements
9.

9.2

Regulatory Updates

Whenever relevant changes occur in laws, regulations, supervisory guidance, or licensing requirements, the Company may update this policy without prior notice to reflect the new applicable obligations.
